The Polish offshore wind market

Poland has the ambitious goal of building up to 18 GW offshore wind capacity within the next ten years. Almost 11 GW of this capacity has already gone through bidding of which key players are PGE and Ørsted, Orlen and Northland Power, Polenergia and Equinor, RWE and Ocean Winds. In the second round of applications significant number of new locations were secured solely Polish Stated owned companies (PGE Baltica and Orlen) without any partner so far.

Previous goal of 10,9 GW included in the Polish Energy Policy 2040 have been increased at the beginning of 2023 with the new version of the draft amendment to the Renewable Energy Act.

The new goal envisages an increase in the maximum installed capacity of offshore wind farms in the so-called phase II of development from 5 to 12 GW.

There is already strong Danish presence in creation of offshore wind installations and the whole supply value chain.  Vestas' new assembly factory, which will be settled in Szczecin (Vestas Assembly), will produce nacelles for the V236-15 MW. Components will also be used in global supply chains. Vestas' new factory is expected to become operational in the second half of 2024. A new blade Vestas factory is going to be established in Szczecin, Poland. The factory is planned to produce blades for Vestas’ flagship offshore wind turbine, the V236-15.0 MW.

Key developers from the Polish offshore market

Orsted – in venture projects with PGE (Baltica 2 and Baltica 3) was awarded in I Phase of support scheme for Offshore wind in Poland for total capacity 2,55 GW. They are also bidding in II phase with project Baltica 1, and preparing for additional applications with new partner.

RWE – developer of F.E.W. Baltic II project 350 MW which is qualified for the first phase of offshore wind projects in Poland and is thus likely to be one of the first projects to go into the construction and subsequent operation phases. They have also submitted applications for II phase of support scheme for OWF for several localizations with approx. capacity over 7 GW.

Ocean Winds (OW) – developer of BC-Wind project 399 MW which is qualified for the first phase of offshore wind projects in Poland, which COD is forecasted in 2027. They have also submitted applications for several new localizations in II phase of the aid.

Polenergia – in partnership with Equinor they were awarded in I phase of subsidy for Baltyk II OWF and Baltyk III OWF; which secured them 1,4 GW, and COD of first project is 2027. They are also bidding in II phase with project Baltyk I -1,56 GW.
